Hair growing back??

I'm black, there are follicle like bumps in my hair, I don't know if the follicles are trying to restart their stages. There are little bitty hairs in the follicles and you can only see them close up. I took a HD pic of it.

I've had this hair loss since the beginning of this year after a haircut and I honestly don't know how it happened or if its even alopecia.
