What the hell?

At one point I'm losing my eyebrows, then I have regrowth and my eyebrows are fine and have hair all over my head, but still shaved because it was uneven. Now AGAIN, my scalp shows no regrowth and I'm losing my eyebrows. I'm 23, and I want to tattoo my eyebrows but my mom says to wait because my Alopecia is so unstable. She says that once the eyebrows are tattooed. hair will never regrow there.

Has anyone tattooed their eyebrows and the eyebrow hair never grew back?
