It really depends on what kind of hair suits you/what kind of hair you are looking for. This is often based on ethnicity -- e.g., hair that is the same or similar ethnicity as you. I don't think there is one place that sells the "best" hair for all ethnicities.
For Northern European/Russian, I've tried both Amy Gibson (Created Hair) and Follea. Both have excellent quality hair; my personal preference is Amy Gibson (I find her caps to be more comfortable and her service is great). Other folks have had Freedom Wigs and have spoken highly about the quality of hair.
I have two wigs from Zelda Hair in NYC....I actually traveled there but they said they can do everything via email/pics/mail. Zelda personally hand-selects her hair from Russia. My wigs are super comfortable. One looks and feels exactly like my real hair and even, like my real hair, air dries to beachy waves. The other is great also, just intentionally a slightly different look from my bio hair.
I spent $4000 each, but I have very long hair. Included in the price is the cut & color (and they will keep working on it until it's perfect to you!) and also one-year warranty that covers anything!
All of the people that work there are incredible. I feel like myself again thanks to Zelda Hair, something that I never imagined was going to happen.
