She has fuzzy hair growing back. I also see terminal black hairs coming in on eyebrow, and lashes area. Also around her head. Is this a good sign it can all come back? I'm so happy for her no steroid use either. Not this time. Once we had it all grew bak but fell out again. This is her 2nd year dealing with alopecia.

Alopecia Areata is absolutely unpredictable. Everybody that has alopecia will have a different loss and regrowth pattern which is individual to their particular body. Nobody can really tell you if this is a good sign, but I would think it is a positive sign for having regrowth. The problem is that you don't know how long this will last etc.
With my daughter I tried not to concentrate on hair coming and going and did my best to live in the now and deal with what was happening to her at that time. As that was really all I could predict and support her with.
My daughter has regrown and lost her hair again 5 times in the last 11 years...so I understand what you are feeling. (She never used medications/steroids or treatments - this always happened as spontaneous remission - no reason for the loss or regrowth).

My daughter is in a regrowth cycle also. I am happy to see it and hopeful but not counting on it. She has most of her eyelashes back on the right upper side and some coming in on the left. Her comment is that it would be nice to have them for next summer. Spotty dark patches all over her head.She wake boards and swims alot and the lashes don't stay on. This condition is random.
