Why am I experiencing a shed of short, NEW hairs while on Rogaine?

I have started Rogaine about seven months ago, and four months into this regime, I have seen a slight improvement, as in less scalp visibility. However, a few months ago (and still happening now), I am seeing short, new hairs falling everywhere. Why is this occurring? Perhaps some of you may have knowledge for this and I will appreciate it if you could share insight into this problem. I have androgenetic alopecia.
