Does anyone find that their heads are harder to shave in the winter?

I have noticed in the last couple of weeks that it has become harder and harder to shave. My "stubble" seems to be thicker and my scalp is really irriatated when I am finished shaving. Has anyone else experienced this? Any suggestions for a more comfortable shave?
